Blue Spring Broadband (BLUE SPRING) is committed to maintaining an open Internet that provides consumers with competitive choices, and access to lawful websites and information when, where, and how they want it. We recognize that the Internet is an essential medium for free expression and communication, for education and creative endeavors, as well as for business activities and opportunities, and we are committed to maintaining that medium for all Internet users. As we approach new Internet-related opportunities and strategically grow and manage our network, we are guided by and comply with the FCC’s Open Internet Order, Net Neutrality rules, and our own core standards for addressing the needs of our customers. We post this information regarding our network management processes so that consumers, both residential and business, can make informed choices when choosing an Internet service provider. This document contains information regarding our services, in compliance with the FCC’s rules. The policies contained herein serve as a supplement to, and do not replace or alter, our existing Terms and Conditions which can be found at http://bluespring.me/legal.
Application-Specific Behavior: BLUE SPRING does not block any lawful content, applications, services, or non-harmful devices. BLUE SPRING does not block any Web sites, or block any applications that compete with our voice services. All lawful Internet use is treated identically. BLUE SPRING does not slow down or throttle one type of use over another.
Devices: Subscribers may connect to the service with any lawful, non-harmful equipment of their choice. Subscriber equipment (typically a router or home computer) connects via an Ethernet cable to the BLUE SPRING Customer Premise Equipment (CPE). The CPE will be mounted on the customer’s home, usually on the rooftop, and will receive the signal wirelessly from a BLUE SPRING site nearby.
Services and Pricing: BLUE SPRING provides services to the customer using fixed terrestrial wireless technologies. For specific details on our current pricing and plans please see the applicable section of our website, where you can find the best deals on Residential Internet, Business connections, and VoIP Telephone services.
Security: Due to the constantly evolving nature of the Internet, BLUE SPRING continually updates its network security practices. In general, these security practices should not have any effect on our customers’ experience. It is the end user’s responsibility to ensure they are using secure sites and have adequate protection on their devices. Our network is encrypted and no devices are allowed to connect to our network that we have not authorized.
Performance Characteristics: BLUE SPRING currently offers residential plans ranging from 2 Mbps to 25 Mbps, with plans to expand this offering in the future. BLUE SPRING also offers dedicated connections with a guaranteed Service Level Agreement (SLA) up to 1 Gbps, where available, on a case-by-case basis. We aim to provide consistent, reliable speeds at all times. Standard service plans (not ‘dedicated’) are advertised as “up to” the speeds that are offered. Customers typically see 0.25 – 0.5 Mbps below the advertised “up-to” speeds on a standard TCP/IP speed test (ie. 14.5 Mbps would be a typical download speed for our 15 Mbps plan). However, there are many factors and conditions outside of BLUE SPRING’s control that can affect Internet performance. Some examples of these conditions are as follows:
- Performance of customers’ computers or router
- Localized interference from neighboring WiFi networks
- Congestion of websites and online services
- Network performance outside of the BLUE SPRING network
Congestion Management: BLUE SPRING does not currently do any speed throttling or Deep Packet Inspection for the purposes of congestion management. However, BLUE SPRING reserves the right to take whatever steps are necessary, including throttling speeds, in order to maintain the quality of service for our customers in the event that a need arises in the future.
Overages / Throttling: BLUE SPRING does not currently have any data limits or overage fees. We do not throttle any speeds based on data usage.
Privacy Policies: BLUE SPRING does not store browsing information and does not provide network usage information to third parties without a court order. However, BLUE SPRING reserves the right at all times and without notice to delete any content and to monitor, review, retain and/or disclose any content or other information in BLUE SPRING’s possession, however obtained, about or related to you, your use of the Service or otherwise as BLUE SPRING deems necessary or useful to satisfy any applicable law, regulation, legal process, or governmental request. BLUE SPRING complies with the Digital Millennium Copyright Act (DMCA) and provides strict enforcement of repeated violations.
